The City of Cape Town hopes to make about R100-million through its programme of putting unused municipal land out to tender, according to Simon Grindrod, the mayoral committee member for economic, social development and tourism.
Since the introduction of the City's Property Disposal Programme, which started earlier this year, the City has released four tenders, which include 25 industrial properties at
Atlantis. Of the 25 in Atlantis, 16 properties were awarded to industrial projects. Seven sale agreements have already been completed.
Grindrod said the City's property management department had identified properties that supported
Cape Town's objectives of infrastructure led economic growth and job creation. He said there was "plenty" of land in undeveloped areas such as Atlantis. The idea was that through releasing the land jobs could be created. He said in most cases land sold at R1 million per hectare, but attempts were being made to make Atlantis more attractive to investors to stimulate economic development.
Mansoor Mohamed, executive director for economic, social development and tourism, said he had asked that all tender documents have anti-land banking clauses inserted to prevent speculators from acquiring those properties and land banking it, thereby sterilising economic development. He said the 16 properties awarded in Atlantis would be used to develop roads, buildings, industrial facilities and housing.
When asking how much other City land was available, he said there was "plenty, plenty" of land, but not all of this land was available. Determining the value of this land was difficult, he said, as prices fluctuated.
Other tenders included three residential properties were placed on tender in Gugulethu. A total of 48 tenders were received and are currently being evaluated. A tender for the sale of 41 residential properties in
Robinvale (Atlantis) closed two weeks ago and these tenders, which were aimed at individuals as well as small developers, are currently being evaluated. More than 100 tender responses were received for this tender.
A tender for the sale of land close to the Velodrome in
Bellville is currently available from the tender office.
In the near future, tenders for the sale of properties in
Athlone (residential), Gugulethu (business),
Delft (mix-used),
Philippi (business) and Cape Town central (business) and Melkbos (mix-use) are currently being prepared. – Brenda Nkuna
